Eight Percent of Jobs in Washington County Pay Minimum Wage

The July 1st minimum wage increase always inspires questions on how many jobs will be affected by the change. For areas of Washington County within the Portland urban growth boundary (UGB), the minimum wage increased from $12 to $12.50, while portions of the county outside the UGB saw an increase from $10.75 to $11.25. Nearly all (97%) of Washington County’s covered employment is within the UGB.

Data for the third quarter of 2018 shows that there were just over 28,000 jobs in Washington County paying $12 an hour or less. The largest share of minimum wage jobs was in leisure and hospitality, where 25.6 percent of jobs paid $12 an hour or less, followed by retail trade, with 16.6 percent. The industries with the smallest shares of minimum wage jobs were state government and manufacturing; minimum wage jobs accounted for fewer than 2 percent of their employment.
